When RAM detects a critical convergence of intent, emotion and situational proximity, authority is transferred directly to the Department of Direct Threats. This process bypasses standard review protocols. Speed is prioritized over deliberation.

Personnel within the department consist of rapid-response analysts, enforcement operatives and behavioral containment specialists. Their mandate is not investigation, but neutralization.

Subjects are approached under the assumption that escalation is imminent, regardless of whether any action has occurred.
